Is MVPD following the law or are they just bored?

MVPD is being very strict on this shelter in place law, they are also abusing their power. On April 6 I and a couple of friends went to Crittenden middle school to play around, we were by the cars waiting for a friend that was running late. once we got there 5 cop cars came up to us asking us to leave we obeyed and we left when we were walking to the cars, our friend that was running late showed up in his jeep srt. he passed by and we were going to tell him we couldn't be there to go and meet up at a friend's house but he didn't get a chance to pull over so we could tell him because 3 cop cars pulled him over for no reason. they pulled out my friend of the car doing an illegal search on him and his car. they didn't find anything and still gave him two tickets. one of the tickets was for modified exhaust. the next day he fixed it and took it to MVPD to get the ticket signed off, that's what the officer said to do the next day but when he showed up they almost arrested him because he was violating the shelter in place law but what doesn't make sense was that the officer told him to go the next day.
